Quebec is the Borg, of ticketing in Canada. There is too much unthinking "the law is the law." If you get ticketed, you're very likely to pay, (at least going by anecdotal cases, they don't give numbers) Quebec once had MAiDs as number one cause of death, and they will work to get it back.
