You have taken your argument from facts to hypotheticals. Canadians could mandate that everyone within their borders only eat healthy food and exercise daily, thus dramatically decreasing their health care costs and then pass on the tax savings to their tax base. Not bloody likely, is it?
Only your point is a hypothetical. It relies upon Canada hypothetically mandating diet and exercise, while somehow magically enforcing it succesfully.
I'm working out and eating healthily daily to minimize my medical expenditures, which is a tangible actuality.
