There is a corporation called "The United States" for the purposes of Title 28 of the USC. That does not mean that definition applies to anything outside Title 28 of the USC.

He is conflating definitions within Title 28 to the application of each state's Transportation Code. This is where he is off base. Being a corporation under Title 28 doesn't have shit to do with how the Transportation Code in being enforced by law enforcement, the prosecuting attorneys of each municipality, and the courts.
