'Deleting' countries wouldn't be meaningful change. If you blame the country responsible for the most greenhouse gas emissions historically, you should delete the US first. I think the country emitting at the highest rate at present is China. You need to delete fossil fuel industries, having a few wars would just slow things down a little. Edit: actually, wars would make it worse in the short term, but I assume if you killed enough people, it would be worth it overall. Of course in terms of greenhouse gasses, killing a wealthy person is much more useful than killing some poor subsistence-level farmer.
