They think calling bioweapons research "gain of function" magically changes what it is, even though they are virtually synonyms. Just like they think calling a war an "overseas contingency operation" or a "Kinetic operation" somehow changes anything. These are just euphemisms that communicate that what they really believe is "it's ok when we do it".
