This is pure BS meant to function as containment and controlled opposition. They know that a 'Crypto Fed-Coin' is wildly unpopular with the right... it represents a loss of privacy and autonomy. It enables the government to monitor all transactions and to block 'unwanted activity'

This "Crypto-Less Digital Currency" proposal is intended to seem like a valid and acceptable option for the people who object to or reject the Crypto Fed-Coin. But it is not really an option at all. The reality is that our currency is ALREADY mostly digital. 95+% of all dollars are just a number somewhere. Without 'crypto' they are not doing anything new. Basicly they are just proposing a mechanism for digital funds transfers between individuals without the need for an intermediary... unsing the terminology of the CURRENT system what they are proposing is having the Treasury run a transaction clearing house the same way credit card companies provide payment services... ie - let the people digitally transfer funds without needing to involve a third party.

This could be done TODAY with the current dollar. So why are they proposing a 'NEW' currency? This proposal does two things... first it gets rid of the pesky paper money option for real private transactions... and second it lays the tech foundation for everything the Crypto Fed-Coin is but people don't want.
