I forgot to add that any gasoline engine can be converted to burn alcohol. It is enough to replace the seals in the fuel system with alcohol-resistant ones, sometimes shifting the ignition moment. In turbocharged engines, a side effect is a significant increase in power and torque. No additional infrastructure is needed.
