It's a Sears 5-inch job from '54 I picked up in more-or-less working condition. It was absolutely filthy and needed lube so I disassembled it to clean and lube it.

When powered off, the rotor (now) spins freely. When power is applied, the rotor seizes and the stator buzzes loudly. I flipped the stator around in several ways with no luck.

What do?

Did you changes the brushes? If they are badly worn they could move and jam when power is applied. Just a wild guess.
