If the guy doesn't want people knowing he's erected solar panels on his roof, that's his business. The guy's concern is plausible, but I think there's more danger from a strong storm wind blowing a larger solar panel array off his roof, than anything. Also, I suspect there's a reason why so many are interested in [Tesla's "Solar Roof"](https://www.tesla.com/solarroof) concept. It's very discrete.
