Maybe.

The whole thing seems improbable to me to begin with. The states each make their own ballots. If the ballots all came from a federal agency that would make more sense.

Each CITY, makes their own ballots.

However, only a handful of companies are contracted to print ballots, so if DHS was putting in their own watermarks, they only have to coerce the printers, not every city.

Are there watermarks? Yes. There are a bunch of different ones. California uses the Golden Poppy, for example.

However, there are many more steganographic anti-counterfeiting measures that are built into printed ballots besides water marks.

The claim from the Infowars interview is that they all have a QFD that makes them easy to track.

Unless the Democrats are total idiots, they likely didn't use millions of fake ballots, but relied on real, printed ones with real names that their operatives intercepted.

There are many types of voter fraud and the DHS anti-counterfeiting measures are good only against one.

DHS does, indeed, have standard operating procedures to check the integrity of ballots. This has likely happened, or is happening.

Currently, CISA (under DHS purview), who is facing being defunded and having all their cloud contracts pulled, is currently stating "there is no election fraud" which, of course, is a lie.
