It's open to a vote and up for the community to decide, but the reason is to keep the riffraff out and to keep the members to people who are actually interested in contributing. Guests will still be able to view the site, and even make comments that need mod approval, but to register they'd need an invitation code.
Right now, the only vote (I abstained) is to turn it invite only. I'm largely indifferent, but it'd be nice to keep the hosting costs reasonable.
I registered.
Awesome! Feel free to make use of the place. That's what it is there for. It's there to give you a more dedicated place and greater concentration of resources. There are people on Poal and Phuks who do not want to be a part of Voat, so this gives them a place where we can all still interact.
I'm pretty easy with the moderation thing, though I do have to insist we keep it tame enough to avoid my hosts yelling at me and kicking me off their server. That should be easy enough to do, so long as we stick to music and learning about musicianship. Two folks have suggested they'll try using it to keep track of their progress and get feedback. It's largely a framework for folks to build off of, much like the weekly guitar thread. I just facilitate and get things started.
