They are, they're in Division 4 of the Midwest (Region 2). Aka West North Central.

There are actually a ton of different ways to divide up the country. There are a ton of regions, from federal courts to the census (where I'm using), to the federal reserve, etc...

The designations I use are that of the Census.

In many ways, yes. A lot of what happens on the highway system is based on how many people are in the area and so how many people will be using said infrastructure. The census tells us what population shifts have happened and which areas will need infrastructure changes need to be made and when they need to be made.
