I believe that if the people were left to govern themselves the world would be better off

Oh, you sweet summer child.

In an ideal world, that'd be great. In reality, we see what happens when government breaks down and people govern themselves.

In the real world, people are stupid, selfish, binary thinkers with no thought beyond the immediate.

The smart people are outnumbered heavily by the stupid and the average. Average tends to side with stupid when given a chance.

Oh, no... No, you can't breed or euthanize 'em out. Genetics doesn't really work like that. Societies have tried the whole breeding thing before, as well. You just end up with more stupid people.

Now, maybe if we went back as far as prehistoric times. That might be possible. However, we'd have to stay there instead of developing things like modern medicine. Then, I suppose, we'd probably not be all that smart.

Nature weeds out the stupid - like those who can't light their own fire. However, nature does no good when someone else will help you light your fire.
