They might let you take the test just to see where you are if you pay them

Probably not. It's a State agency. They're not likely to let a non-applicant sit the test.

If they did, I'd jump on that in a heartbeat. I think I could pass the test, with some review.

LOL You haven't worked with many municipalities, have you?

Unless there's a form, preferably numerous, filed in triplicate - and properly - they aren't gonna do a damned thing.
