That's what it costs per click. Now, that means a number of non-click impressions. You're paying for impressions and clicks are when people click the ad.
So I could literally stick it to the insurance companies by clicking on their ads and not purchasing?
Yup.
Just don't do it all at once site, or the site gets fucked over in the mix. They're largely innocent in just doing what it takes to even make a buck online these days. They don't see/approve the ads.

I wasn't thinking only your site. I was just thinking as I am surfing the web if I come across an ad for insurance I would click it and let the page load
