The answer:
Policy shouldn't dictate any, so that the IT staff can use what is best for their needs - but if policy must dictate one then HTOP can be the most customized to suit a particular user's needs and process.

Yet, there are IT companies who do insist on shit like that. They do so in the name of consistency and standardization.
While you do need standards and consistency, you need it in results. If a developer wants to use an IDE, let 'em. If they work best in VIM with a custom tool--chain, let 'em. Bug reports should be standard, HR interactions should be standard, reports should be standard, interactions with clients should be consistent, etc...
