Well, it's fucking broken or wrong.

The longer skinnier piece goes in your face hole. Then you hum... Tada! You can play a kazoo...

Seriously, I've never seen them in any other format - and I've oddly played a lot of kazoos in my life. I actually have some kicking around here. I have one in the glove box in my M6, along with a recorder.
