I think they are lying so as not to have bad connotations cause it's kind of a children's song

LOL They wrote it, so I guess... But, I'm pretty sure it's just about what they say it's about. None of the people involved were all that into drugs. Hell, Paul - Noel Paul Stookey is a pretty hardcore Christian - and has been for as long as I've known him. Mary didn't even like to drink. Yarrow I think may have dabbled, but certainly wasn't a druggy by any sense of the word.

So, I tend to think it's not about weed - nor about a WWII ship which is another strange conclusion. I've also heard it said that it's about a passage in the bible. That seems even less likely.
