And, he's still in a high O2 environment and shouldn't have any open flames. At least he's got it in a different room. That might be enough to not cause a mighty conflagration.

The place he lives in is made out of cinder blocks, so at least those are not very flammable
Even cities of stone go up in flames and are ruined. (We call 'em ruins! LOL!) It's the other stuff that burns, causing destruction.
That does mean the fire will be limited and spread slowly - if the interior walls are also made of concrete blocks. If they're not, fire will spread quite rapidly - though modern construction methods slow down the speed fire spreads inside the structure. Between the studs there are bits of 2x4 that are meant to stop fire from moving upwards. Plus building materials are less flammable than they used to be.
The walls between the apartments are concrete blocks, but the wall that makes his bedroom seperate from the living room is like one inch board of chipboard
Update: The band will not be losing their drummer. He thanked me for chiming in and helping him make up his mind. He'd rather get paid well than he would make original music.
I am maybe a bit surprised. There's a certain lure about being able to decide what notes/rhythms to play.
Yeah, there definitely is a great appeal to playing your own music. I know that. But from what I heard of that band, that one song. I would think that everything you write or play in that band would have to be some thrash type of music, with that screaming or whatever you call it type of vocals. Which might get old fast when every song sounds like that one
