If it's bowed, the truss rod goes to the left. Go slow and wait. Start with small turns, turns only 1/4 of a turn. The wood has a memory, and it remembers being bowed.

None of the guitars I play seem to have a bowed neck

That's always good. Where you live, I'd expect some concave and convex motion due to the humidity changes.

A 3' level would work but I'd prefer something smaller. Sometimes, you only need to level a small section. Like, over time it will ramp up over the fretboard part that goes over the guitar body - it's known as 'ramping'. You really only need to file those down sometimes.

The objective is to take off as little material as possible.

Oh, they make AWESOME fret polishing tools that look like pencil erasers. They are the bee's knees!
