Tuning pegs are easy to replace. Frets might be a little more difficult
You can level 'em if you get a fret rocker and a leveling beam. You then need to file them to put a top surface on 'em and polish them up. It's a 2 hour job, if you go slow and are deliberate. You can do it faster, but there's no need to hurry. It's not like you're a luthier doing it for pay.
Replacing frets is a lot more trouble... I can do it, but I'm not gonna. I'm definitely not doing it on a cheap guitar. I'm also not going to do it on my own guitars. I've got a luthier for that.

And, a fret beam is an essential tool, as is a fret rocker - which lets you find the uneven frets so that you're not taking material off of frets unless it's necessary. It's good stuff! They are dirt cheap - unless you're paying Stew Mac prices.
