Nah, he's often out of key. Basing your guitar on him is a losing battle in the long term, as the key should be consistent until it changes and when it changes everyone should know and adapt accordingly.
You can fool a lot of people, however. A capo can help fool 'em.

No, that too is an issue. It's often mostly in tune for the first half of a song, like he's tuning it between songs.
