This is a good idea, but watch out for governors putting the kind of executive order out like they did in commiefornia that gives the state the first pass at buying foreclosed properties.

You got it, the governor made doing business illegal, then when your business goes bankrupt and landlord gets foreclosed on, the government is one of the first in line to buy real estate in foreclosure auctions.
