yup they were. the others did nothing to stop what was happening. therefore guilt by association. tell that to the ukrainians they starved to death. tell that to the tsar and his family they murdered or to the ppolish officers they executed in the katyn forrest. or the peoples of eastern and central europe the raped and plundered. they were all guilty.
