The man responsible for that decision was Max Warburg, prominent banker and de facto intelligence head of Germany. He later attended Versailles as the German delegate. His brother Paul Warburg was a founding member of the US Federal Reserve Bank, and his sister in law was the daughter of Jacob Schiff, the primary funder of the Bolshevik revolution. Just because Germany was their victim doesn't mean they didn't already have a lot of control over it, just like they're poised to fuck over America despite it being their primary base. On the US helping communism side, not many know that the US State Department pulled an identical trick in 1949 China, **after**the Cold War started. They forced Chiang Kai Shek to have a ceasefire while they were winning, then funneled arms to Mao and withheld ammo/resupply from Chiang.
