In the DDR, people would inform the government of their friends' and neighbors' dissent - and not only that, people would rush to inform the government because if they were too slow to report, then they too would be at risk of arrest.
Everybody was scared of everybody else. Similar to how people are afraid of even meeting each other nowadays, let alone touch and hug.
