Lyndon B. Johnson, the most lying, sleezy, evil fuck who ever held the presidency. He wasn't going to attack Israel no matter what they did to Liberty. It was a miracle that the ship didn't sink, which would have allowed Johnson and the Israelis to deny everything and say it was sunk by Egypt. It was a fucked-up operation, much like the Bay of Pigs.
