It could be that, but America has always been sort of "tribes" of different European groups, "the Dutch" could also be a general term like "the yankees". To this day, my dad will refer to the sort of backwards people from really small towns around here as "Dutchy". My point being, I don't think they had to literally be of Dutch heritage to be called the Dutch by southern soliders.
