They were never prevented from leaving, they were trying to deport the ones that didn't voluntarily leave. The camps began when the deportation routes were blockaded, and they needed somewhere to imprison these potentially harmful people, but they aren't going to build these camps with swimming pools and facilities, clothe & feed them, without getting some work out of them.

That’s what I thought. Any of them that wanted to leave, besides the serious communist agitators, were allowed to leave. But those parasites didn’t want to leave their host.
