Remember...all goals are subservient to the goal of population reduction. Head-faking a majority of the population into spending time, energy, and other resources into preparing for a scenario which is totally the opposite of reality...well, that has a real chance of making for a depopulation scenario with no blood on anyone's hands. At least it won't be perceived that way... "Oops, guess we were totally wrong! Innocent mistake, I swear."
