You are right. The Panzerkampfwagen II (which I thought this might be) has five wheels for the tank tread, this video shows four.

Not soviet, American. The US army turned down the Christie design, so, much like the Maxim machine gun, the design was shown to the soviets who then purchased it. While the BT series first used the Christie suspension, the T 34 series improved it and made the concept reliable.
