What it rightfully claims is that the Jew wrote a paper that was promoting ways of retaining Jewish control of the US as the Jews turn it into a White minority country. One of those ways is by ensuring that Whites are prevented from uniting and have no say or power.

The entire paper is about how to and why the Jews need to retain control of America through immigration policies.
That one Jew is arguing that in order to retain control of the US, they need to push patriotism. And by slowing immigration, they can better push patriotism. Because if they don't, people within America will stop seeing themselves as American and will unite as ethnic and religious groups. And the Jews know that if people unite and work towards their group's common goals and interests, they won't be Jewish goals and Jewish interests, because they aren't Jewish.
