No it couldn't. It would break and celery would be all over the place long before getting to Walmart. They use the good stuff when it is important because most people won't save those and ignore that bullshit they sell at Staples.
Keeping it bundled for sale as a unit commercially is important to them, yes. Are really trying to argue that point? Don't be silly.
A cardboard box would also keep it bundled while it rots in negro city grocery stores.
