They have a longer tradition than the internet. I assume it is a continuation of Operation Paperclip, when they gave Gehlen operatives new identities. Later they switched to Asians (put them into universities in the US), and then to terrorists from all over the world (starting with the Yugoslavian war).

True, but the Internet army is doing the vast majority of this type of work. Espionage is almost fully automated.

"Espionage" is not the right term because it is defensive - the secret armies are more involved in offensive operations, like color revolutions all over the world and in the US. Of course, a large part is non-kinetic, but snipers are often useful to accelerate things.
