This is yet another cost of open borders/multiculturalism. You will always have a disadvantage in military intelligence compared to a country like China. To infiltrate a Chinese base you will need a Chinese person who can speak Mandarin (and just hope he isn't a double agent). To infiltrate a U.S. base they need... literally anyone.
