What the problem here? They all received Obama phones. They are already participating in every federal, state and sometimes local government programs to keep their households... Let's use the word comfortable.
SNAP benefits. (Otherwise known as food stamps.) WICK (food stamps for expecting mothers and small children.) Utility subsidies. Cable and internet subsidies. Rent subsidies, including sometimes possible cash rebates. Healthcare. Free lunch programs through the schools their children attend, that they don't pay any taxes into. Some of these programs are extended into the summer months, in certain areas.
Just off the top of my head, there are other programs I'm not even aware of. Since you're White and you pay taxes, you'll never hear about those programs, either. Nor, will you be eligible, based on your race alone, in some areas.

For the most part, they work cash paying jobs. They do not file taxes. So, they are not paying into any of the programs as far as income taxes go. Also, of note, for the most part they don't own property. So no property taxes, either. Vehicle taxes vary by state, so, meh.
