No Shit. Tell us something we have not known for a decade? Now, what are you going to do about it? The company should lose all assets in the USA and be banned from operating in the US as well. Management should be thrown in jail. Because H1B can lead to a permanent residency or even eventually citizenship this should also be considered immigration fraud and punished accordingly.

Tata is a fucking nightmare. They exploit the H1B system to bring over the lowest-level IT people they can. Anyone who's worked in IT for the past 20 years can tell you horror stories.

Every single one of the large staffing firms does it. If an Indian is at or near the top they're gaming the visa system.
