Can probably easily work on Half-Life, reskin the scientists and there you have it. You can build all sorts of machinery with default mapping tools too without having to create a custom dll.

Not a bad idea. I was thinking about maybe writing something in 2D from scratch (SFML/C++). But making a HL mod would make the immersion about 100x better in a much shorter time.
