FINA members widely adopted a new “gender inclusion policy” on Sunday that only permits swimmers who transitioned before age 12 to compete in women’s events.

So they are not banned, not completely. And they need to be banned completely, if "women's sports" is to retain any meaning.

Allowing anyone and especially minors to "transition" should be illegal. Allowing 12-14 year old boys to compete with women in olympic events would definitely give "women's sports" its proper meaning.
