I am for this. Every state needs to have a federal tax escrow account which is used to convey federal tax money from the state resident to the federal government. Then if a state is unhappy with federal rules they just subtract their cost from the tax payment to the Fed.
Oh, you are going to not give us a billion for interstate highway operations? We will just take that off of the top of the tax payment. Don't like it? Fine, we'll go to court in a year or two and the lawsuit will take ages to resolve.
It's okay if the left does it first. We need states in the driver's seat in their relationship with the US.
