It actually generates the site suggestions also from the text contents of websites that are stored in the browser cache.
When typing a word present in the text contents if a recently visited page, but not title or URL, it still suggests that page!
This could be very useful, especially on newer phones that have internal storage in abundance anyway.
The average internal storage of released flagship mobile phones increased slowly from 2007 to 2016, then it skyrocketed.
