40% is a ballpark future production projection likely provided by TSMC during the negotiation, repeated by Trump. Of course it won't be 100% accurate when we get there in the future, but it will be in that neighborhood.
Other than being an educated estimation of future production value and % of overal market share (in $), what exactly are you referring to? Global vs Domestic? The chip market has always been global ... and you can slice that up into market segments, share of a market segment or domestic vs global, military vs commercial, any way you want to slice the customer data.
