I mean I get the legal part becuase pre jew takeover, the thought was we were supposed to allow a very limited number of the best and brightest into the states, at a number that would not change the culture of the America our forefathers worked to create but allow for other thoughts and ideas we may not have thought of. So the assumption is the laws on the books and the protocols in place allow for that, so that ls what they mean by legally. Too bad that doesn't exist anymore and people don't realize it, which is really the issue .
