As a gneneral rule, when it comes to precussion, legs (tibias, knees, feet), are generally more powerful if not much more powerful than arms (forearms, elbows, hands)...

Because of precision (arms and hands are naturally more accurate than "bottom arms and hands" AKA legs and feet), and also... Force transfer/gravity... From bottom to legs/body/head (legs) from top to head/body (fists)...
