He makes his votes apart from the party, but it's hard for any of them to really do anything.
Sadly so much of the legislative power has been ceded to the deepstate. When executive branch agencies are effectively writing the policies of the nation, something has gone wrong.

They've ceded their legislative power to the Executive branch more than anything. Congress, by rights, should shit all over any Executive Order that comes out of any White House.
