I am not really sure. The only thing I could gather from the context is that it is something like 'automated'. An index always moves relative to another point, so I can only gather that he is saying that the protections that were afforded to her were not because of her, but were relative to some other, probably more general, target. If not this, then there is some other more specific technical definition that I have no idea about.
