I figured a good solution would be to create a kind of foreign legion type thing. Volunteers only, they get their honour back, always fight in the front line and they're subject to extensive monitoring and military justice. Aside from that, make a colony for them out in the middle of nowhere. They get a certain amount of independence in exchange for the taxpayer not having to feed them and if any of them doesn't check in... they're miles from anywhere. They'd be found long before they manage to hike/swim to civilisation.
