Note the word here; "potential". So even if the account has not done anything wrong, and is merely suspected (with no evidence) of supposed wrong-doing their account gets added to the list.
I give reddit no more than 12 months before the whole website is dead, a ghost town populated with nothing more than bot accounts & A.I.
