True. For someone who likes to go-on about transparency, he's certainly becoming increasingly opaque. Whether or not that may alphabet-soupy influence or not, is kind of a moot point. Now that you mention it, Peacekeeper definitely has site access. Pretty sure I've seen some chatter on the preview site about them working on stuff together; or at the very least some official form of QA testing. I think Cyna's a fan-girl and simply likes being a part of the "in" group. But that's just a guess.
There's obviously users that have back-end access, that much we know. The extent to which they abuse their power is a whole 'nother beast. People have accused me of voat manipulation for simply having a few posts be on the front-page, at the same time. There's a definite "alarmist" clique on the site as well. How much of that is, itself, a form of "D&C" is yet to be determined.
And they unmask anon posts whenever they please
That and have private access to up/downvoat data that nobody else does. It's one thing to use that information for professional/site-building reasons. But it's been shown, at least in one very prominent instance, that they use that type of information for intel/vanity's sake. Which is absolutely inappropriate.
