My guess is because it uses JS to pull more comments, when you click the "Load more comments" button, it gets fed the same 404 page that the site itself loads, when the database happens to be down. More-or-less, they didn't take in to account that the same thing can happen when pressing that button as when trying to load the front page. Since the web-server probably trusts itself enough to not sanitize/remove scripting elements from stuff it sends to its own comment threads, you get something like this. Just a hunch.

I'm not arguing with anything you've said; just surmising what the technical problem itself might be. Absolutely, voat is not under a DDoS anymore. It doesn't have any of the markers of old DDoS attacks. They might have learnt to handle them better, but the CloudFlare connection is fishy as fuck— they would have definitely dumped voat, by now. We say waaaaaay more "hateful" shit than The Daily Stormer, even. And for sure some reddit-faggots would have snitched on voat to CloudFlare a looong time ago.
Which leads me to the only conclusion that the same spooks that served Voat a gag order are forcing CF to keep it running, for the time being. For all we know, the constant downing of the site could be some sort of CIA mind-fuck tactic they learnt from their "emotional manipulation" experimentation of facebook users. Demoralization and D&C, etc.
Voat is surely a honeypot. I almost can't think of any reason why it wouldn't be a honeypot, by now. My take on it, however, is that it'd be naive to think you had any anonymity there (or anywhere else) to begin with. I operate under the assumption that spooks are screen-grabbing my computer 24/7 and have on-demand access to my hard-drive's encrypted contents.
The trick is to simply not have any fear, respect laws surrounding freedom of speech (inciting specific violent crimes, etc), and enjoy each other's company, while we can. I've learned a lot, on voat, and am grateful that it still exists. That being said, I'm also grateful that poal exists. ;)
